Party of Life
Federation Council Chairman Sergei Mironov was born near Leningrad on 14 February 1953. In 1980, he graduated from the Plekhanov Mining University in Leningrad. In 1998, he received a law degree from St. Petersburg State University.
In 1994, Mironov was elected to the St. Petersburg Legislative Assembly, and he was re-elected in1998. He was considered an important member of the team of former St. Petersburg Mayor Anatolii Sobchak. In the mid-1990s, Mironov also developed close ties with Aleksandr Bespalov, who is a leader of Unified Russia. In 2000, he worked on Vladimir Putin's presidential-election campaign. After that election, he was selected to represent the St. Petersburg Legislative Assembly in the Federation Council and in December 2000, he was elected Federation Council chairman.
On 19 April 2003, Mironov was elected chairman of the Russian Party of Life (RPZh). In the 7 December Duma elections, the RPZh will run in an electoral bloc with Duma Speaker Gennadii Seleznev's Party of Russia's Rebirth. Mironov will occupy the No. 2 spot on the bloc's party list, but it is unlikely that he would leave the Federation Council to serve in the Duma, even if the Mironov-Seleznev bloc passes the 5 percent hurdle for party-list seats.
