A native of nearby Liberty County, Richard earned his bachelor’s degree from Baylor University in 1992 and graduated from South Texas College of Law in 1995. He currently lives in Sugar Land with his wife Allyson, a full-time mother, and their four young children. The Morrisons are active in the Holy Rosary Catholic Church in Rosenberg.

As an attorney and seasoned advocate for environmental and consumer rights, Richard has used his expertise to fight for ordinary families who work hard and play by the rules. His precedent-setting work in Kerr vs. Harris County protected the property of Houston area residents from improper condemnation and seizure by their government. Richard is also an active member of Houston Voters Against Flooding.

In private practice, Richard has handled complex environmental litigation to protect Texas families and bring balance to the system. In 1997, The Houston Sierra Club recognized Richard’s accomplishments and awarded him their Special Conservation Award. Understanding that the cost of an ordinary lawyer is often beyond the means of most hard-working families, Richard makes it a practice to match his fees with a client’s ability to pay.

As U.S. Congressman, Richard will be a dynamic leader with a passion for revitalizing our region’s key role in the nation’s future prosperity and security. He will help District 22 take its rightful place on the world stage as an economic, technological, and energy powerhouse — without forgetting the basics of constituent service and independent leadership at home.
