Mrs. Barnes was born in Malta in 1952, immigrated to Canada with her family at age five and became a Canadian citizen at age 14. Mrs. Barnes received both her Bachelor Degree in English Literature and Language in 1974 and Bachelor of Laws Degree in 1977 from the University of Western Ontario and was admitted to the Law Society of Upper Canada in 1979.
Before being elected to Parliament, Mrs. Barnes practised law in London, Ontario from 1979 to 1993 and served as a part-time Legal Member of the Ontario Criminal Code Review Board - formally entitled the Lieutenant-Governor's Board of Review- from 1986 to 1993. In addition, Mrs. Barnes was an instructor for the Law Society Bar Admissions Course and taught at Western's Department of Part-Time and Continuing Education, Business Law and Banking Law.
Mrs. Barnes was first elected Member of Parliament for London West in 1993 and was re-elected in 1997, 2000 and 2004.
Mrs. Barnes is the Parliamentary Secretary to the Minister of Indian Affairs and Northern Development and Federal Interlocutor for M�tis and Non-Status Indians.� Prior to this position, she served as the Parliamentary Secretary to the Minister of Justice and Attorney General of Canada with special emphasis on Judicial Transparency and Aboriginal Justice. Recent positions include the Chair of the House of Commons Standing Committee on Finance, the Immediate Past-Chair of the Federal Branch of the Commonwealth Parliamentary Association (CPA) and a position on the International Executive as the CPA Canadian Branch Regional Representative.
Previously held postings include the Chair of the House of Commons Standing Committee on Aboriginal Affairs and Northern Development during the examination of the Nisga'a Treaty in 1999-2000; Member of the Industry Committee in 1998-1999; Parliamentary Secretary to the Minister of National Revenue and Member of the Public Accounts Committee in 1996-1998; Chair of the Federal Ontario Liberal Caucus from 1995-1996; and Vice-Chair of the Standing Committee on Justice and Legal Affairs from 1993-1996.
