InfoLegislator Gelfarb is serving in his first term on the Board of Legislators. Prior to being elected to the Board, David served for four years as a Rye Town Councilman. During his tenure on the Council, Rye Town reduced overall expenditures and reduced taxes every single year, while increasing the Town's fund balance. As a Councilman, David also undertook the task of rewriting the Town's outdated Personnel Manual and Employee Handbook.

David is a graduate of the Wharton School of the University of Pennsylvania, with concentrations in Accounting and Economics. He went on to graduate, with honors, from the Boston University School of Law. He brings an economic and legal expertise to County government at a time when it is most needed.

Legislator Gelfarb lives in Rye Brook with his wife of 20 years, Dr. Jacqueline Proner, and their three children, Daniel, age 18, Lauren, age 17, and Allison, age 12. Jacquie is a practicing allergist and immunologist. Daniel, a graduate of Blind Brook High School, is a student at the University of Pennsylvania. Lauren, a senior at Blind Brook High School, will attend Emory University in the fall, while Allison is in the 7th grade at Blind Brook Middle School.

When Legislator Gelfarb is not working on municipal and county issues, he is a practicing attorney at the law firm of Moss & Kalish, PLLC in New York, where he focuses on commercial litigation and business planning. David has coached girls softball and basketball for the Rye Brook Recreation Department. The Gelfarb family are active members of Congregation KTI in Port Chester. David was previously the President, Treasurer and a member of the Board of Directors of the Bellefaire Homeowners Association in Rye Brook. David was awarded a “Certificate of Appreciation” by the Association of Trial Lawyers of American for pro bono legal services to families of victims of the 9/11 tragedy. On Sunday mornings, David can be found playing basketball at the Bellefair gym or in Pine Ridge park in Rye Brook.
