Foster is the vice chair of the Judiciary Committee and is a member of the Banks Committee and Education Committee.

Foster is an attorney and is actively involved in the local community. He serves on the board of directors for the Greater Nashua Chamber of Commerce and was an alternate member for the city of Nashua Planning Board.

Foster is a graduate of Tufts University where he received a bachelor's degree. He later earned a jurist doctorate from George Washington University in 1984. Foster and his wife, Marissa Baltus, reside in Nashua with their three children.
