InfoTom was the first member of the Chester County District Attorney’s office selected to serve as a federal prosecutor for the United States Department of Justice. He also has extensive experience in corporate litigation. Together, such unparalleled experience and qualifications give him the ability to protect our communities from violent criminals, drug offenders, and financial fraud schemes.

Tom grew up in a family of six children. While this meant there was not a lot of money to spare, Tom’s parents stressed the importance of a good education. Despite the burden it placed on him and his family, Tom worked his way through two of the finest schools in the nation. He graduated Magna Cum Laude from Dartmouth College in 1989, and was awarded his Juris Doctor from the University of Virginia Law School in 1992.

After earning his law degree, Tom began his career with Morgan, Lewis & Bockius, the largest law firm in Philadelphia and one of the largest firms in the nation. There, he managed massive and complex nation-wide litigation, as well as handling sophisticated corporate internal investigations. While this would be a dream job for most young attorneys, after six years Tom left this lucrative practice to follow his passion – prosecuting criminals and keeping our families safe.

In 1998, Tom joined the Chester County District Attorney’s office and quickly became known as one of the most aggressive and dynamic prosecutors in Chester County – trying the toughest cases against the most dangerous criminals, matched against the most experienced criminal defense lawyers. During his tenure at the District Attorney’s Office, Tom never lost a single jury trial.

Tom’s duties in the courtroom also included working as the District Attorney’s representative for Drug Court, a diversionary program that allows drug offenders to keep their criminal record clean if they complete a rigorous program to beat drug addiction.

As an Assistant District Attorney, Tom took the time to establish lasting relationships with our local police, and worked to experience firsthand the pressure and stress of real police work. He went on dawn search warrants at the apartments of drug dealers, patrolled with the Coatesville Police Department, accompanied the police on DUI stops, worked with the police in firearms and tactical training, and graduated from the Top Gun drug training school.

Tom’s hard work in the District Attorney’s office did not go unnoticed – he was the first prosecutor from Chester County selected to serve as a federal prosecutor for the United States Department of Justice. Shortly after the terrorist attacks on 9/11, Tom was elevated to the position of Assistant United States Attorney for the Eastern District of Pennsylvania.

As an Assistant United States Attorney, Tom prosecuted the highest level of criminal cases in the nation, including takedowns of large-scale drug organizations and terrorist cells, as well as sophisticated financial fraud schemes. But Tom never forgot the importance of Chester County. Working together with federal agents and with Chester County police officers, he created a Chester County Task Force to bring federal cases against the most violent and dangerous criminals in Chester County.

In 2006, Tom left the U.S. Attorney’s Office and is currently a partner with Lamb McErlane PC in West Chester. There, he represents municipalities, schools, local and national businesses, and individuals. He handles complex financial litigation matters. He also advises municipalities and other entities on management, governance, personnel, and budget issues.

Dedicated to his community, Tom serves as a lector at St. Patrick’s Parish in Malvern, and proudly supports the Willistown Conservation Trust and the Tredyffrin Historic Preservation Trust, as both organizations carry out vital roles in protecting and preserving our beautiful Chester County. Tom also serves as a board member for People’s Light & Theatre; he was invited to join the board after convicting the finance director for the non-profit organization of embezzling over $1 million.

Tom and his wife Victoria have two children, Abigail, age 11, and Thomas, age 9, and live in Willistown Township, Malvern, PA. Victoria is general counsel for an international technology firm and also serves on the Board of the Crime Victims’ Center of Chester County. Abby and Tommy are in 6th and 4th grade, respectively. An athlete his entire life, Tom continues his physical activity through rigorous training today.
