InfoLeslie was born in Lovell, Wyoming, where her father was a forest ranger in the Big Horn Mountains. Her parents later moved to Dubois, Wyoming, and acquired the CM Ranch, one of the oldest and best known dude ranches in the West. The family was also in the hunting business with two elk camps and a mountain sheep camp. Leslie grew up working on the family ranch. She graduated from Dubois High School in a class of five and attended the University of Wyoming in 1958-59. She was on the rodeo team and selected for the Spurs honor society.

Leslie moved from the CM Ranch to Jackson in 1975. She served as the Executive Director of the Wyoming Environmental Institute, a bi-partisan Board of prominent Wyoming citizens looking for solutions to environmental issues. The Institute entered into an agreement with Arco Coal, owner of the Thunder Basin Mine in Gillette to oversee the Environmental Impact Statement for the mine and subcontracted with scientists at the University of Wyoming.

In mid-1983, Leslie was appointed to fill a vacancy as a Teton County Commissioner and later elected on the Democratic ticket for a four-year term, serving through 1988. She ran for Teton County’s lone seat in the Wyoming House of Representatives in 1990 and lost to Clarene Law, a Republican businesswoman and developer. Leslie was appointed to the Wyoming Water Development Commission by Governor Sullivan and served for eight years. Governor Herschler appointed her as his Legislative Liaison during the 1981 and 1982 sessions of the legislature. She ran for Secretary of State in 1982 against 20 year incumbent, Thyra Thompson and received 46+ percent of the state-wide vote.

In 1988, Leslie became a licensed realtor and later, a partner in Jackson Hole Realty, the market leader in Jackson Hole real estate. The company was sold to Sotheby’s International Realty in 2003 and she continued at Sotheby’s until retiring from real estate in 2008.

Leslie has a strong interest in conservation and natural resource issues in the west and has chaired the Jackson Hole Conservation Alliance and the Wyoming Outdoor Council. She has served on the Teton Science School Board, the Rock Springs Grazing Advisory Board, and Wyoming’s Air Quality Advisory Board, among others.

In April 2009, Leslie was elected Chair of the Wyoming Democratic Party. She stepped down in May, 2010 to run for Governor

Leslie’s husband of 34 years is Hank Phibbs, a Jackson attorney and currently Chair of the Teton County Commissioners. One of their sons, Travis Petersen, lives in Jackson with his wife, Kristi, and their other son, Monte Petersen, lives in Colorado. Leslie’s favorite activities include downhill and cross-country skiing, golfing, hiking, biking, gardening, cooking and reading.
