InfoDavid Malpass served President Ronald Reagan as Deputy Assistant Treasury Secretary and became Deputy Assistant Secretary of State under President George H. W. Bush. He authors a column in Forbes magazine and writes regularly for the Wall Street Journal.

While serving Presidents Reagan and Bush, David worked on an array of pro-growth issues, including the 1986 tax cut, the Gramm-Rudman budget law and fast-track trade authority.

Widely considered a leading expert on the federal budget and tax policy, Mr. Malpass was the Republican staff director of Congress's Joint Economic Committee in 1989-1990 and was Senior Tax Analyst at the Senate Budget Committee in 1984-1986.

David is the president of Encima Global, an economic research firm he founded to provide insight and analysis into global economic trends.

As the former chief economist at Bear Stearns, his team ranked second in the Institutional Investor rankings of 2005, 2006 and 2007.

David was raised in a small Midwestern town, where his father was a part owner of an iron castings company founded by David's great grandfather. He received a bachelor's degree in physics from Colorado College, an MBA from the University of Denver, and studied international economics at Georgetown University's School of Foreign Service. David and his wife, Adele, have lived in New York for 17 years, where they have raised all four of their children, ages 13, 11, 7, and 1.
