Art graduated magna cum laude with a degree in political science from Millsaps College (BA '82) and received his juris doctorate from the University of Mississippi School of Law (JD '85).

After law school, Art served as legal counsel for the state Department of Public Welfare. In 1987, he went into private law practice where he specialized in construction litigation and in general corporate law.

Art is a lifelong member of the Church of God and stays active in community and church activities. He is a member of the North Cleveland Church of God, where he currently serves on the Church and Pastor's Council, and where he formerly served as Chairman of the Finance Committee; a member of the Gideons International; on the board of directors and the executive committee of the United Way of Bradley County; on the executive committee and a director of the Church Benefits Association; and a past chairman of the Cleveland Rotary Foundation.

Art and his wife, Angie, have been married for more than 21 years. They have a 14-year-old son, Taylor, and an 11-year-old daughter, Katelyn, who attend schools in the Cleveland City public school system.
