InfoBorn and raised in Southern West Virginia, Richard R (Rick) Snuffer has developed a heart for Southern West Virginia that cannot be replaced by any other area. At age 11, he began working with his Father and Grandfather in the family business during summers and holidays. He later worked briefly in the insurance industry after graduating high school in 1979 and also attended Beckley College through the 1st semester of 1982. During the latter part of this time frame, he met Lori, the "love of his life" and returned to WESco Homes, Inc. The two were married shortly thereafter-in 1983.

The family business became Rick's focus. He worked hard and long as a laborer, a painter, and all the other rungs of the ladder until he had worked his way up to being the Vice-president of the company in 1996. "I'm 42 and people are surprised when I say I've been involved in the building industry for 31 years. I did it the right way. I started at the bottom and learned every phase of the business on the way as I worked harder and went higher. I went from picking up trash and carrying lumber to eventually bidding out jobs, drawing blue-prints, handling the finances, overseeing the crew and sub-contractors, and finally moved up to overseeing the company itself. Most recently I developed a new business plan for our company." Snuffer continues, Of course, I still pick up trash and carry-materials. If a man gets to thinking he's above doing what he used to do, which got him to where he is now, he has become ineffective as an employee or employer."

This work hard philosophy and gained knowledge helped when Rick's contractor father-in-law had a serious work injury in 1998. While Lori helped take care of her father at his home, Rick stepped in and ran his father-in-law's construction business in Raleigh, NC, while he was recovering. With good health established, the Snuffer family came back home and Rick returned to WESco Homes, Inc.

At this time in his life, Rick desired to have more time with Lori and their 3 young sons, David, Christopher and Nathan. So he gave himself to grooming his younger brother to take over WESco Homes, Inc. "Workweeks of 60-75 hours were getting old, and I sensed it was a time of preparation for something new." Beyond the hours of Rick's workweeks, he had always given himself in service. He made time after-hours to serve as Interim Pastor with the United Methodist Church before he was married. He also continued his education after-hours and after his marriage, by attending a leadership and Bible institute via satellite which enabled him to stay at their home and church, work with the family business, yet still get the benefit of learning from internationally known ministers. Rick has served well in almost every capacity of the local church and has ministered to those of many different denominations. This really intensified during the mid 90's when he hosted a daily radio program called Tell a Vision on the Radio, and taught Biblical economics.

Rick's life of hard work and service come together in a powerful combination as he now seeks to work for and serve all the people of Southern West Virginia as a whole and individually. "I believe I understand the heartbeat of our people because I am a man of our people, having lived, worked, and ministered in many of the 17 counties of our district. This has given me a heart for our people. So as a man of the people and for the people of Southern West Virginia, I believe I will serve you in the way you could be served and in the way you should be served as your representative in Congress and I'm looking forward to it with great anticipation!"
