Info | A lifelong resident of the Beechview neighborhood of Pittsburgh, Senator Wagner was elected in a May 10, 1994, Special Election.
Wagner out-polled his Republican opponent by a better than 3 to 1 margin (17,342 to 5,374), and also captured the Democratic nomination in a multi-candidate Primary. He won the General Election in November 1994, for a full term commencing in January 1995. He was unopposed for re-election in November 1998 and was reelected in 2002.
Wagner serves as Democratic Caucus Chairman, the third highest Leadership position.
Wagner has been appointed Democratic Chairman of the Senate Banking and Insurance Committee and also serves as a member of the Senate Committees on Appropriations; Rules and Executive Nominations; Military and Veterans Affairs and Policy. He also serves as a member on the PA Firefighters and Emergency Services Legislative Caucus; the PA Coal Caucus; the Legislative Arthritis and Osteoporosis Caucus; the PA Veterans Memorial Commission and the Task Force on Adoption Law.
Wagner is a member of St. Catherine of Siena Church in Beechview. He serves on the Boards of the Pittsburgh Convention and Visitors Bureau; Pittsburgh Regional Alliance; Sharing and Caring, Inc. (Golf outing to raise funds to help hospitalized veterans); the Vietnam Veterans Leadership Program; University of Pittsburgh Cancer Institute; and the University of Pittsburgh Institute of Politics. He is also the Chairman of Genesis-Riverside Run for Adoption. He is a member of the Veterans Political Action Committee; the Disabled American Veterans; the German American National Congress; the Italian Sons and Daughters of America; the Knights of Equity; Ancient Order of Hibernaians; Lions Club; Elks; Moose; V.F.W.; American Legion; and the Italian-American War Veterans. Wagner also is the former President of the Beechview Community Council.
Wagner was a strong advocate to build a new David L. Lawrence Convention Center, as well as supporting economic development initiatives in the Pittsburgh International Airport corridor.
Prior to his election to the Senate of Pennsylvania, Senator Wagner served as a member of Pittsburgh City Council (1984-93) and as President of City Council from 1990 to 1993.
During his City service, Wagner gained a reputation of bringing a professional, common sense approach to issues. As a Councilman, he spearheaded numerous reforms and improvements in city government and the community.
A Marine Corps Infantry Veteran (1966-1968) of the Vietnam War, Wagner received the Purple Heart, numerous other military commendations and a medical discharge after being wounded in combat. For his continuing efforts to assist war veterans, Wagner was named 1993 Veteran of the Year by the Vietnam Veterans Leadership Program.
Wagner attended St. Catherine of Siena Church Grade School in Beechview; South Hills High School in Mount Washington; Point Park College, and received a Bachelor of Science degree in Safety Management from Indiana University of Pennsylvania. While a student at IUP, Wagner worked as a paramedic with Citizens Ambulance Service. Wagner received the Distinguished Alumni Award from IUP for service to the community and the University in 1994.
Before entering politics, Senator Wagner was a private sector Safety Consultant (1981-83), and worked as a Loss Control Engineer and Safety Manager for CNA Insurance Company
(1974-80). He is a member of the American Society of Safety Engineers and a certified Safety Professional CSP.
Senator Wagner is married to the former Nancy Hopkins and is the father of a son, Luke, and a daughter, Sara.
