Info | On June 18, 1999, Council President Jim Byard, Jr. was sworn in as Mayor of his hometown. In 2000 Mayor Byard became the youngest mayor to be elected in Prattville’s history. The Mayor was re-elected in 2004 and in 2008. He is currently serving in his third term as the city's chief executive officer.
PUBLIC SERVICE
Mayor Byard was first elected to the Prattville City Council in 1992. He was re-elected in 1996 and was unanimously elected Council President by his fellow Council members serving until he was sworn in as Mayor upon the untimely death of Mayor David Whetstone, Jr.
Mayor Byard serves on the Board of Directors of the National League of Cities - the oldest and largest national organization serving municipal governments of the more than 19,000 cities, towns, and villages it represents across the United States. The Mayor served as President of the Alabama League of Municipalities in 2004/2005. He is the only Prattvillian to serve as an officer of the league, whose membership is made up of over 450 cities and towns across Alabama. He is a founding Board Member of the Alabama Municipal Funding Corporation (AMFund).
He is Prattville’s first office holder to receive the designation as an Advanced Certified Municipal Official (ACMO), a designation given by the League to elected municipal officials who complete 80 hours of voluntary study in city governance policy and practice.
EDUCATION
Mayor Byard attended Autauga County public schools and graduated from Prattville High School. He has a B.A. degree from Troy State University, Montgomery, where he majored in Political Science with a double minor in Business and Sociology.
PERSONAL
Mayor Byard was born in Columbus, Georgia on August 17, 1966, and his family moved to Prattville when he was four years old. The Mayor lives in the Daniel Pratt Historic District with his wife, the former Beverly Dent Allen, daughter Marylise, and sons James III, and Richard. They worship at St. Mark’s Episcopal Church, where the Mayor serves as a Lay Eucharistic Minister.
