InfoBorn in San Antonio in 1949, Lance, the eldest of six siblings, is of Spanish and Irish descent.


Lance and his wife Vicki live in Dallas County where they share in the raising and the home schooling of their children. Both are actively involved in the community affairs and Texas politics, Vicki having run as a candidate for Texas Attorney General and Lance for the position as County Judge in Dallas County.


He is the host of the local Dallas area television political/issues news magazine “America Outside the Beltway” which his wife Vicki produces. Vicki also produces the program "Henry David Thoreau Education Foundation Presents," a locally originated presentation of intellectual discussion and debate.


Lance has held the positions as CEO at Cyber Automation Sciences, Inc., has published papers on computer technologies, and has been a speaker at industry conferences. Lance has held staff and management positions in engineering & physics labs at major high-technology corporations including Mohawk Data Sciences, Mostek Corporation,and Digital Equipment Corporation.


He is an experienced litigator having briefed the U.S. Supreme Court on Writ of Certiorari, U.S. 5th Circuit, various Writs in the Texas Supreme Court and Texas Courts of Appeals.


Community involvement and activism runs in Lance's family and is carried on from the previous generation. His aunt, the late Della Hernandez, was extensively involved in San Antonio society and one of the founders of LULAC. He feels, as a number of outspoken Latinos, that LULAC no longer represents the morals and values of the vast majority who believe in individual autonomy, and responsibility for themselves and their family. It is his belief that the continual attempts of the Democratic Party to associate Latinos with the Democrat's Marxist agenda is an affront to both their American and Latin heritage. He works with other domestic and international organizations in the community to reestablish the principles of self-determination and individual liberty in the Latin community that have been eroded by the efforts of a number of Hispanic politicians advocating socialism.

He has been an activist and advocate extensively against judicial corruption and injustice in Texas which has substantially and continually harms individuals, families and small businesses. For well over a decade he has been a leader in organizations and community activities to expose corruption in governments and the courts. An avid defender of the Constitution like libertarian Rep. Ron Paul (R-Tx) he has supported the defense and restoration of the Bill of Rights and spoken before First, Second Amendment and other advocacy groups.


Lance has been involved with various community organizations advocating for South Dallas citizens in local civil liberty advocacy and both minority an small business associations. He helped individuals that were losing their homes by city condemnations and victims of brutal police abuse. As well, Lance has helped both mothers and fathers who have been victimized by the family courts and has been recognized outside the state of Texas for his advocacy for the individual civil liberties of parents and children.
