Ed Powell has a strong record of public, community, and military service. He also has a sound background in law and business.

A native of North Carolina, Powell was born in Davie County on September 21, 1941 and lived near Mocksville until he moved to Winston-Salem after military service. He earned a Bachelor of Arts from the University of North Carolina in 1963 and his Juris Doctor from the Wake Forest University School of Law in 1967. After graduation and being admitted to the North Carolina Bar, Powell was drafted into the U.S. Army where he served from 1967-1969. His duty stations were Fort Bragg, North Carolina; Fort Bliss, Texas; and Headquarters, Long Binh Post, South Vietnam. He was awarded the Bronze Star Medal for his service in Vietnam.

At the age of 31, Powell was elected from Forsyth County to the North Carolina House of Representatives in 1972. During his time in the General Assembly he was one of the principal sponsors of legislation establishing the National Driving Center, a highway safety research center, in North Carolina. Governor James E. Holshouser, Jr. appointed Powell to the North Carolina Board of Transportation in 1975.

In May of 1975, Governor Holshouser selected Powell to serve as the Commissioner of Motor Vehicles for the State of North Carolina. In this role, he was responsible for development and administration of regulatory policy and oversight of all drivers and motor vehicles, automobile dealers and manufacturers licensing, and enforcement of all motor vehicle laws. As commissioner, Powell successfully managed $100 million budget that returned approximately 90 percent profit to the highway fund of North Carolina. In 1977, Powell returned to private legal practice in Winston-Salem. From 1983 until 1987, Powell served as the President and General counsel of Parks Leasing, Inc. in Kernersville, North Carolina. Powell again returned to private legal practice and in 1990 he formed the law offices of Melvin & Powell, where he remains as a Partner.

In the mid-1990s Powell was one of the key lobbyists for tort reform in North Carolina where he led the fight to successfully enact limits on punitive damages and to limit product liability damages. He has been a strong advocate for our business community. Some of his clients have included business stalwarts such as the R.J. Reynolds Tobacco Company, Ford Motor Company and Time Warner Cable as well as the North Carolina Citizens for Business and Industry, our state�s Chamber of Commerce. Powell is also a strong supporter of public education and serves as legislative counsel to the public school teachers of North Carolina.

For four years Ed served as the Chairman of the Tanglewood Park Board of Trustees. During his time there, he worked with the R. J. Reynolds Tobacco Co. to bring the Vantage Championship to Tanglewood�s famed PGA Championship course. He is presently a member of the North Carolina Farm Bureau, the National Rifle Association, the North Carolina State Bar, North Carolina Bar Association, and the Forsyth County Bar Association.

Powell has a strong record of commitment to the Republican Party and its principles. Ed has served the Party as a two-term Chairman of the Forsyth County GOP and as Vice-Chairman of the Fifth Congressional District Republican Executive Committee. He is currently serving his fifth consecutive term as a member of the North Carolina State Republican Party Executive Committee.

Ed and his wife Bebe have been married for 29 years and have four children,
Edward Jr., Joseph, Elizabeth, and Ashley. Edward Jr., Joseph, and Elizabeth are all graduates of R.J. Reynolds High School in Winston-Salem. Ashley is presently in the 5th Grade at Whitaker Elementary School. The Powells are members of St. Paul�s Episcopal Church in Winston-Salem.
