InfoToni Gilhooley is a 25-year veteran of the Pennsylvania State Police, entering the Academy in 1973 in the second cadet class to accept women. She was honored to be the first female cadet to address a graduating class. She retired in January of 1998 as a Corporal.

After graduation from the Academy she was stationed in the Lancaster Troop where she worked patrol, undercover and in various community service programs including recruitment of women and minority cadet applicants. She was then transferred to the Academy in Hershey as the First Female Staff Instructor. While an instructor she provided training in the area of Vehicle Code, patrol and enforcement, breath testing, accident investigation and criminal investigation.

While assigned to the Criminal Law Unit in the Academy unit she updated and began a new program on Domestic Violence in 1981 and has provided Domestic Violence training to State and Municipal Police Officers in Pennsylvania and more recently Connecticut. While on staff at the Academy, she also trained with the State Police Emergency Response Team as a Hostage Negotiator and received many hours of training in the area of Negotiations, Critical Incidents, Suicide and Threat Assessment. She is a member of the National Association of Threat Management Professionals. She continues to be a certified instructor under the Municipal Police Officers Education and Training Commission and is also a member of the PA Emergency Health Services Council Critical Incident Stress Management Committee.

In October of 2002, Toni was appointed by the Governor of Pennsylvania to serve as one of 11 Commissioners on the Pennsylvania Human Relations Commission. She currently serves as the Assistant Secretary. Term expires in 2007.

During the last 10 years of her career, she helped to develop and then managed the Pa State Police internal Employee Assistance Program known as the Member Assistance Program. This program provided confidential assistance and referral to troopers and their families who are affected by the many personal, professional and stress related problems of law enforcement. During her administration the Member Assistance Program developed and implemented a statewide stress training for the department and added two new administrative regulations dealing with critical incident debriefing and line of duty death and serious injury notification.

In February of 1998 she received her national certification as a Certified Employee Assistance Professional and now provides consultation and training for workplaces and groups on the following topics: Domestic Violence, Workplace Violence, School Violence, Sexual Harassment, Stress Management, Drug and Alcohol Issues for Law Enforcement and Peer Support for Law Enforcement. She is a consultant for Marworth Drug and Alcohol Treatment Center, Waverly, PA which has begun a treatment and recovery program for law enforcement officers and their families as well ACCESS EAP, Harrisburg, PA, who provide EAP services for Law Enforcement.

Toni has long been involved in Domestic Violence Training and Programming since 1979. She has been recognized for her efforts which began with the first law enforcement training program presented by the PCADV in 1979 and has continued through today, attempting to improve the criminal justice response to victims of DV as well as community recognition of the problem. She has worked with both law enforcement and community groups in providing domestic violence training and programs around the state.

Commissioner Gilhooley currently serves as the Assistant Secretary. Her term expires in October 2007.
