From developing a welfare reform program during the Sununu administration that focused on recipients achieving independence and securing stable employment, to implementing major health care reforms as the Deputy Commissioner during Governor Steve Merrill's tenure, Sgambati proved adept at meeting the needs of New Hampshire's residents in part by securing over a billion dollars in new federal aid.

As Deputy Commissioner during the six years Governor Jeanne Shaheen led the state, Sgambati was instrumental in designing and introducing the Children's Health Insurance Program (CHIP) and the Kid's Cabinet.

Since leaving DHHS Sgambati has worked as a consultant, concentrating her efforts on foster care, children and youth services, developmental services, after school care development, and health care reform. She has also managed the Citizens' Health Initiative launched by Governor John Lynch.

Kathy's proven record of achieving bipartisan consensus on complicated issues has gained her endorsements on both sides of the political aisle. "I know from experience that we must work together if we're to achieve our shared objective of maintaining and enhancing New Hampshire's quality of life," Sgambati said. "It's important that we listen to all voices, and the concerns of all New Hampshire residents."

Kathy is determined to bring her common sense approach to the N.H. Senate. "I promise that I will do my best to represent the interests of all the people living in District 4," she said.

Kathy has lived in Tilton since 1978 where she and Frank, her husband of 32 years, have raised two sons. Frank works at the UNH Institute on Disability and specializes in inclusive education.

As parents they have been active in supporting school sports programs and have helped develop district after-school programs for middle school youth. Their eldest son, Eric, 26, lives in Colorado and is an avid hiker and a student of environmental science. Michael, 22, recently completed an Americorps program, attended the Community Technical College, and for two years has loved his volunteer work at the N.H. Veterans Home.
