Chase Law School, Cincinnati, 1950; served in the United States Marine Corps, 1943-1945, with rank of first lieutenant; admitted to the Ohio bar in 1950 and commenced practice in Cincinnati; city solicitor, city of Deer Park for four terms, 1955-1961; Federal district attorney, 1961-1964; member, Cincinnati City Council, 1964-1967, 1969-1971, 1973-1974; mayor of Cincinnati, 1971-1972; delegate, Democratic National Conventions, 1964, 1968; elected as a Democrat to the Ninety-third Congress, by special election, March 5, 1974, to fill the vacancy caused by the resignation of William J. Keating, and served from March 5, 1974, to January 3, 1975; unsuccessful candidate for reelection in 1974 to the Ninety-fourth Congress; resumed the practice of law; elected to the Ninety-fifth and to the six succeeding Congresses (January 3, 1977-January 3, 1991); was not a candidate for renomination in 1990 to the One Hundred Second Congress; is a resident of Cincinnati, Ohio.
