InfoSteny Hoyer is regarded as a champion for Federal employees, primarily due to the high number of contituents in his district employed by the Federal government.

On November 14, 2002, Congressman Hoyer was unanimously elected by Members of the House Democratic Caucus to serve as the House Democratic (Minority) Whip, the second-ranking position among House Democrats. His election as Democratic Whip made him the highest-ranking Member of the House from Maryland in history.

Mr. Hoyer graduated from Suitland High School in Prince Georges County (1957). In 1963, he graduated with high honors from the University of Maryland. In 1966, he received his law degree from Georgetown University Law Center.

Elected member of the Maryland State senate, 1966-1979, and president, 1975-1979.

Member of the Maryland State board for higher education, 1978-1981.

In 1981, he was elected to Congress after winning a special election.
