Info | Ken Lucas represents Kentucky?s Fourth District in the U.S. House of Representatives. The lone Democrat in the Kentucky delegation, Congressman Lucas is a member of the conservative "Blue Dog Coalition" and pro-growth "New Democrat Coalition." He serves on the Financial Services and Agriculture Committees, strong forums from which to protect Kentucky?s tobacco farmers and related industries.
Congressman Lucas has made improving education, encouraging economic growth, and protecting Social Security his top priorities in Congress. He is working to ensure children have the skills they need to compete in the 21st Century economy. For the Fourth District, Congressman Lucas secured $100,000 for Northern Kentucky University?s Urban Learning Center in Covington. The Urban Learning Center is a unique program that allows inner-city residents to access post-secondary education course work in their neighborhood prior to attending the main university campus or going on to other job opportunities. It is a partnership of Northern Kentucky University, the Covington Community Center, Covington Independent Schools, Forward Quest of Northern Kentucky, and Thomas More College. Congressman Lucas was instrumental in securing $1 million through the Economic Development Administration of the U.S. Department of Commerce to fund the EastPark Industrial Training Center. EastPark is an 88-acre industrial development project in northeastern Kentucky. A new EastPark Training Center will help provide crucial redevelopment and attract new clients in the five county region. The project will include conference rooms, meeting rooms, computer labs, telecommunications equipment, and training facilities. Congressman Lucas has taken a leading role in the fight to protect Social Security, introducing a plan to extend the life of the Social Security and Medicare Trust Funds ? the "Social Security and Medicare Lock Box Act." The Act puts a lockbox around all Social Security surpluses to save Social Security and Medicare first.
A native of Kentucky, Ken Lucas grew up on a dairy and tobacco farm in Grant County. After graduating from the University of Kentucky, Congressman Lucas served as a pilot in the United States Air Force, ultimately attaining the rank of Major in the Air National Guard. In his public and private life, Representative Lucas has been devoted to economic and education development. Prior to coming to Congress, Ken Lucas was Boone County Judge-Executive from 1992 through 1998. In that capacity, Rep. Lucas took aggressive steps to keep up with the rapid growth of the area (the fastest growing county in the state) by focusing attention on the basic infrastructure needs of the community such as water, sewers, roads, parks, and recreational opportunities. Rep. Lucas is the founding Charter Director and past President of the Tri-County Economic Development Corporation. He has also served as the Boone County representative to the Northern Kentucky Area Development District, Northern Kentucky Port Authority, Northern Kentucky Drug Strike Force, and Northern Kentucky Chamber of Commerce.
In addition to his public service, Rep. Lucas served for over 31 years as a financial planner for Sagemark Consulting of Lincoln Financial (formerly CIGNA). He was a founding director of Boone State Bank and served in various capacities, including President and Chairman of the Executive Committee. He is a past Chairman of the Northern Kentucky Chamber of Commerce. In recognition of his 23 years as a Regent at Northern Kentucky University, 13 of those as Chairman, Rep. Lucas had the singular honor of having a building named for him, the Lucas Administrative Center. Rep. Lucas is the only Regent in the history of the school to receive an Honorary Doctorate.
