Scott was born and raised on a farm near Dassel, just west of Minneapolis. Growing up, he detasseled corn, raised chickens, and hauled garbage before heading off to St. Olaf College. With a political science and speech degree, Scott joined the Joan Growe for U.S. Senate campaign before he went on to get his law degree at Georgetown University.
Scott then moved home to Minneapolis where he practiced law and started a small business. He became chair of the Hale, Page, Diamond Lake Neighborhood Association and joined the founding board of Residents Opposed to Airport Racket (ROAR).
In 2001 Scott was elected to represent the Eleventh Ward on the Minneapolis City Council, on which he has chaired the Intergovernmental Relations committee and served as DFL Majority Leader. Scott was re-elected in 2005 and he is presently Chair of the Health, Energy and Environment committee.
