U.S. Rep. Frank Cremeans, known for narrowly defeating incumbent Democratic Rep. Ted Strickland in southern Ohio's 6th District in 1994.
Cremeans, a Republican, represented the district for one term, losing the seat to Strickland in 1996. He ran unsuccessfully for the Ohio House in 1992.
In the 1994 congressional campaign, Cremeans used Strickland's answer to a hypothetical debate question about health care reform - "We may have to raise some taxes" - in a political ad that saturated both radio and television. He won with 51 percent of the vote.
Cremeans entered Congress in 1995 with a handful of other Republicans, including Reps. Steve Chabot, Steven LaTourette and Bob Ney. Many Republicans won election that year after pledging to pass the Contract With America.
"I came to Congress with Frank and was proud to serve with him," Ney said. "He was part of a great team to help build our majority and was a person who cared deeply about his community."
In the House, Cremeans served on the Resources and Banking & Financial Services committees. He voted a solid Republican platform, supporting the Balanced Budget Act changes to Medicare reimbursements and massive changes to the welfare system that made work a requirement for receiving government payments.
Cremeans was from rural Cheshire and born to parents who didn't graduate from high school. He graduated from the University of Rio Grande in 1967, then earned a master's degree in school administration from Ohio University in 1969.
Cremeans was a teacher in Lorain County, a school principal in Point Pleasant, W.Va., a superintendent in Cheshire and assistant superintendent in the Gallia County school district
