InfoState Registrar of Contractors Director.

Israel Torres, 2006 candidate for Arizona Secretary of State, holds dear the values that make Arizona great: hard work, family, and community. He served on Gov. Janet Napolitano’s Cabinet and as Director of the Arizona Registrar of Contractors (ROC) from 2003 to 2006.

As the primary regulatory authority of Arizona's construction industry, Israel reformed the ROC's mission and brought innovative solutions to the state's 52,000 licensed commercial and residential contractors, while making unprecedented strides in consumer advocacy and protecting Arizona seniors and homeowners. Additionally, he brought a first-time community-minded spirit to the state agency through the Helping Hands for Seniors Program, which offered free home repairs to elderly homeowners, as well as providing free cooling system repairs and replacements to Arizonans in need through the national award-winning Project Cool Aid initiative.

Israel’s leadership is best described as collaborative, dynamic, inclusive, and pioneering. Arizona State University recently recognized this with its 2006 Founders' Day Achievement Award and inducted him into the College of Liberal Arts and Sciences Hall of Fame. Other accolades include the Arizona Hispanic Chambers of Commerce’s 2006 Man of the Year, Area Agency on Aging’s 2005 Caring Spirit Award for Community Involvement for his service to seniors, and the Southern Arizona Home Builder Association's 2004 and 2005 Appointed Public Official of the Year.

Israel has served as President of the National Association of State Contractors' Licensing Agencies, an adjunct professor at Chandler Gilbert Community College, board member of the Chris-Town YMCA and is Immediate Past Chairman of the Board for the Arizona Hispanic Chamber of Commerce. He has been a featured speaker at national conferences and is a graduate of Valley Leadership Class XXI and a member of the 86th Annual Arizona Town Hall.

As a member of the Arizona Bar and licensed to practice law in Arizona, Israel's educational background includes a Juris Doctorate from the University of New Mexico School of Law and a Bachelor of Arts in Political Science from Arizona State University.

Israel was born in a small copper mining town. As a young boy, Torres lost his father to a copper mine accident, leaving him, as well as his mother and his infant sister. Throughout this tragedy and the years that followed, Torres learned resilience, endurance and the value of education and hard work from his mother, Anna. He put these values into action as a young man, working two jobs to put himself through college at Arizona State University, as well as at the University of New Mexico School of Law.

As an adolescent and throughout adulthood, Israel has given his time and talents to the youth in his community. He spent much of his free time teaching in Junior Achievement, coaching community-based sports teams, and working with United Way. This compassion for others has continued throughout his personal and professional life, and has culminated into a strong commitment to a career in public service.

An avid mountain biker, fisherman and outdoor enthusiast, Israel has a passion for the beauty of Arizona. He enjoys camping and traveling with his family throughout the diverse areas of our state. Israel lives in Phoenix with his wife, Monica, son Cristian, and daughter Alysa. A professional educator and school administrator, Mrs. Torres served as an elementary school teacher for 11 years and is currently a principal in the Isaac School District.
