InfoVaughn D. Spencer was elected to serve as the President of Council in January 2002. Mr. Spencer got his first experience in local government service when he was appointed to fill the District 3 Council seat vacated by Mayor Joseph D. Eppihimer in January 2000. Mr. Spencer is a life-long Reading resident and is an alumnus of Reading Senior High. He graduated from Cheyney University with a Bachelors degree in Social Sciences. He is currently teaching 7th Grade Social Studies at the Reading School District Southern Middle School. He has created many programs for the children such as the Mentoring Program. He is held in high esteem by faculty, students, and the citizens of Reading.

Prior to his District 3 appointment, Mr. Spencer served on the Reading Airport Authority Board of Directors and the Police Athletic League (PAL) Board. He also serves on the Executive Board for the Untied Labor Council of Reading and Berks County, the PSEA's P.A.C.E. Board, and the Executive Board of the NAACP. Mr. Spencer also participates on the Executive Board of the Reading Education Association.

The Caron Foundation recently named Mr. Spencer Teacher of the Year. He has also received awards such as the Susan B. Weinberger Award for YES Mentoring and has been named Teach of the Year by Jr. Achievement of Berks County.
